Ունեմ որոշ հարցեր և առաջարկություններ, որոնք կցանկանայի ներկայացնել համանախաձեռնողների ուշադրությանը: Մասնակցել եմ 20.07.2021թ. կայացած հանդիպմանը, սակայն ճիշտ գտա նկատառումներս գրավոր ներկայացնել:
1. Արդյո՞ք 15 նպատակների շրջանակը և կառուցվածքը փոփոխության ենթակա չէ: Մասնավորապես, եթե հնարավորություն կա իրականացնելու առանձին շտկումներ, ինձ թույլ կտամ ներկայացնելու հետևյալ նկատառումները.
Որպես մեկ ընդհանուր նպատակ՝ միավորել 5-րդ (Հայաստան-Սփյուռք միասնականություն) և 6-րդ (Ուժեղ Սփյուռք) նպատակները,
Որպես ընդհանուր նպատակ դիտարկել նաև կրթությանն ու գիտությանն առնչվող նպատակները, քանի որ այդ բնագավառները փոխկապակցված և պայմանավորված են մեկը մյուսով,
Կարծում եմ, որ կարելի է միավորել նաև 12-րդ (Ողջամիտ կառավարում) և 15-րդ (Փաստերի վրա հիմնված որոշումների կայացում) նպատակները մեկ ընդհանուր՝ «Կառավարման արդյունավետ համակարգեր» նպատակի տակ.
Վերջապես, շատ կարևոր և լուծման կարոտ հիմնախնդիր է հանրապետության զարգացման բազմակենտրոն համակարգի ձևավորումը և տարածքային համաչափ զարգացումը, քանի որ դրանով է պայմանավորված երկրի բոլոր տարածաշրջաններում կյանքի որակի և ծառայությունների հասանելիության համադրելի մակարդակների ապահովումը: Ճիշտ է, այդ նպատակին կարելի է հասնել տարիների և նույնիսկ տասնամյակների նպատակաուղղված գործողություններով, որոնց արդյունքները կարող են անմիջականորեն տեսանելի չլինել, սակայն կստեղծվեն նախադրյալներ, որպեսզի ճիշտ թիրախավորվեն և երկարաժամկետ արդյունքներ ունենան տարբեր ներդրումային ծրագրերը:
Ելնելով վերը շարադրվածից, առաջարկում եմ նպատակների մեջ ներառել նաև հանրապետության տարածքային կազմակերպման բազմակենտրոն համակարգի ձևավորումը և տարածքայի համաչափ զարգացումը:
Այլապես, Հայաստանի Հանրապետությունը՝ իր հատակագծային ներկայիս կառուցվածքով, ի զորու չէ կայուն զարգացման նախադրյալներ ստեղծել:
2. Հաջորդ խնդիրը, որին կցանկանայի անդրադառնալ, առնչվում է հանդիպումների և քննարկումների ձևաչափին: Առաջարկում եմ դրանք կազմակերպել հետևյալ սկզբունքներով.
· Կազմել քննարկումների կամ կլոր սեղանների կազմակերպման նախնական ժամանակացույց՝ առանձին նպատակների վերաբերյալ օրակարգային հարցերով և այն հրապարակել նախաձեռնության կայքում,
· Տարբեր նպատակներին առնչվող մասնագիտական շրջանակներից հավաքագրել նրանց առաջարկությունները և նկատառումները օրակարգերում ընդգրկված հարցերի վերաբերյալ,
· Ստացված առաջարկությունների հիման վրա ձևավորել հանդիպման ձևաչափը և որոշել քննարկման մասնակցների շրջանակը, ապա էլեկտրոնային փոստով նրանց տեղեկացնել հանդիպման օրվա, ժամի, տեղի, մասնակիցների և աշխատակարգի մասին:
Կարծում եմ, որ նման ձևաչափն ավելի լավ պայմաններ կստեղծի միասին խորհելու համար:

We need to develop minimal and maximal concepts and programs. The minimum is the preservation and evaluation of the existing state. The maximum is that which can be reached in principle and can be achieved in practice.

Հաճախ Սփյուռքից բարձրաձայնված խնդիրներն ու հարցերն ավելի լավ են հնչում, քան Հայաստանից ասվածները։ Սփյուռքն այս առումով կարող է ծրագրային մեծ առաջարկներ իրականացնել։

Одно общее соображение. Было бы полезно иметь платформу по типу корпоративного интранета, где можно было хранить, редактировать, выставлять промежуточные и окончательные документы.
Гарантия суверенитета.
Необходимо создать мониторинговую систему оценки:
1. Геополитических рисков. Оценка таких рисков производилась бы на основе комплексного анализа стран ближайшего окружения. Результат выражался тремя цветами - зеленым, желтым и красным.
2. Оценки устремлений стран в окружении Армении и stakeholder-ов, влияющих на геополитическую ситуацию.
3. Оценки Вооруженных сил Армении и стран в окружении Армении и stakeholder-ов, влияющих на геополитическую ситуацию.
На основе данных мониторинговой системы констатировать угрозы суверенитету РА, вырабатывать рекомендации для дипломатических органов и Вооруженных сил РА.
Группа целей Диаспора и Наука
Считаю, что одним из мощных стимулов усиления Единства может быть общая политическая деятельность, основанная на возможности выбирать или быть избранным в парламент РА. Здесь можно поставить целью организацию всемирных выборов в парламент РА по электронному голосованию на основе технологии blockchain и на основе этой технологии создать ряд государственных и общественных цифровых экосистем.

The 15 goals you have established should have instead been only 3:
1. Take care of what you have left.
2. Always set realistic, achievable goals.
3. Stop pursuing fairy tales.
If we ever, by some miracle, come to the point as a nation where we finally are driven by the motivation to develop and take care of what we have rather than cry and dream about a vast Wilsonian Armenia from sea to sea, that is when we will be deserving of having our own independent state.
The most patriotic thing to do and to comprehend for us, Armenians, is that we should solely focus on building upon the internationally recognized tiny piece of land we have left and stop talking/daydreaming all the time about Shushi, Kars, Van, Mush, etc., and focus on Ijevan, Goris, Meghri, Gyumri, etc.
The only thing that could make you, as a political movement, different from the rest of the so-called political parties in Armenia, is if you would emphasize the need to be realists and to finally learn from our own damn history.

I am one of the signatories for The FUTURE ARMENIAN initiative. I live and work in US. I have spent more than 50% of my life in US after moving at the age of 20. I think the 15 goals are a good starting point, but most importantly we need to think of the root causes that led us to where we are today and try to address them.
My view of things that have to be done to reach the 15 goals are:
Revive our education system starting from kindergarten. Work towards making sure the teachers and professors are the highest qualified and best paid jobs in Armenia
To stop and reverse the emigration, ensure basic requirements for life in Armenia are met:
Affordable and high quality Healthcare and Education system
Promise and fulfilment of dignified retirement
Safe military service through technology assistance and professionalism
Help diaspora to reintegrate seamlessly through remote connection then gradual linking and eventual repatriation.
My view of how this could be done is primarily through some serious government policies and investment projects including:
Create technology incubators or tax free economic zones (Digital Health and Biotechnology, Renewable Energy, High Tech etc) that would attract a lot of diaspora and foreigners professionals as well as capital.
Ensure the professionals from above are tightly engaged in education systems in Armenia
Use the outcome of the above activities to strengthen education and safety systems of Armenia
Invest the resulting outcome and value of the above back into economy and education to deepen the process.
These points can be broken down into further details and technicalities.

There is a great connection between Armenia and India which spans over 500 years. The Armenians settlement in India went through great length to protect, preserve and advocate the Armenian Race. The Indian Armenians are one of the only Armenians who with the little population made an everlasting impact within and outside of the Armenian diaspora.

We must have an ideology, and we must create a mutually beneficial channel between Armenia and the Diaspora so that one can benefit from the other.

In the case of the development of such events, we will not have a Diaspora in the modern sense after 100 years. Connections and relationships between individual people are important, but they are few. We need connections at the interstate, governmental, and other level, programs that will keep the Diaspora viable.

Добрый день! Не так давно я пришёл к выводу, что более 70% учеников в 9-11 классе даже не знают кем хотят быть. Это влечет за собой большие проблемы, связанные с недостатком мотивации для подготовки к экзаменам. На мой взгляд, позитивную роль в решении данной проблемы могла бы сыграть следующая модернизация образования. Утвердить достаточно обширный список профессий, первое ознакомление с которыми можно провести для школьников, пригласить туда представителей данных профессий для первоначального ознакомления с ними и давать школьникам решать реальные кейсы из разных сфер с последующим получением качественного фидбека. На мой взгляд, множеству школьников это поможет понять кем они хотят стать, повысит их уровень мотивации и, как следствие, уровень успеваемости. Благодарю за уделенное время!

I have lived in three European countries as a professional expat. And in every single place I could see how difficult it was to integrate with the Armenian community. The Armenian embassy in that country has no clue how many Armenians are in there, what is their occupation, how can they be useful for the community and for Armenia etc. Neither the church takes the mission to unify people. There are clear layers depending on the time and cause of immigration. So you are either a descendent of the Genocide survivor and/or Dashnak, either you came during 1990s or you came to study/ work. So these layers live in separate bubbles and don't interact with each other. During 2020 war the ice has been broken and there was a period when these layers became transparent and people were looking all to the same place for the same goal. We should work towards making us all unified be it in Paris, in Brussels or in Moscow. I think Armenian embassies and churches can be helpful to unify the communities in each country be it via brainstorming sessions, cultural events, volunteering jobs or anyhow. My suggestion may sound not concrete, but as someone living in diaspora and someone who is looking for ways to be helpful for her country, I find this one of the pain points of our diaspora.
