There is a great connection between Armenia and India which spans over 500 years. The Armenians settlement in India went through great length to protect, preserve and advocate the Armenian Race. The Indian Armenians are one of the only Armenians who with the little population made an everlasting impact within and outside of the Armenian diaspora.

I am sure biotechnology has been considered as one of the prospective directions for building the future in Armenia. I hope it would be possible to create a group that could connect scientists working in different universities and companies with scientists in Armenia to discuss what kind of help is needed and what can be built together.
Here is what I could bring to table:
Part of my job is to develop monoclonal antibodies for research and diagnostic purposes in medicine. I could help establish a similar laboratory that could serve the local needs, to start with.
Maybe some of the companies, producing commercial antibodies would choose to open an R&D and manufacturing laboratory in Armenia, if we have well trained personnel.
This might seem to be a very small-scale endeavor, but it will boost the research and clinical science.
Another suggestion is to create a group that would help connect local science to business. The potential of students in Armenia and abroad could be utilized. I have an idea of a project:
The copper mining is one of the major components of our industry. New, more eco-friendly methods of precipitating copper from ore are being utilized worldwide. Bioleaching is one of them; it is essentially using bacteria to precipitate copper (or other metals) from low metal containing ore. Usually, the companies patent the consortium of bacteria.
Scientists from ArmBiotechnology in Yerevan (please see the reference below) have isolated a consortium of bacteria from ore in Kapan that can efficiently be used for this purpose. We could use student engineers to create bioreactors for mining copper from leftover ore by bioleaching, thus employing local people and cleaning the environment.

Как макроэкономист у меня есть определенные идеи относительно путей развития армянской экономики.
Было сделано заявление о создании инвестиционного фонда и возникает банальный вопрос: во что вкладывать деньги? Здесь в дело вступает экономист: сущность работы экономиста заключается именно в том, чтобы ограниченные ресурсы использовать с максимальной эффективностью. Если экономист не решает эту задачу, то должен собрать вещи и уйти домой.
Следовательно, направления вложения инвестиционных средств зависят от задач, которые они должны решить для страны. Так, например, в течение ближайших 10-20-и лет нам необходимо решить в Армении следующие первоочередные задачи:
1. Повышение обороноспособности страны: разработка, производство и внедрение современных систем ПВО и наступательных систем; создание профессионального командирского состава; создание профессиональной разведки и контрразведки; обеспечение определенного уровня независимости, или национальной безопасности, по энергоснабжению, воздушных перевозок, снабжению топливных и продовольственных товаров и т.д. Только высокая обороноспособность позволит сохранить суверенитет страны.
2. Производство, потребление и экспорт товаров и услуг с максимальным уровнем добавленной стоимости и максимальной конкурентоспособностью. Так, например, вместо того, чтобы просто добывать и экспортировать полезные ископаемые, необходимо обеспечить максимально глубокую обработку местных, а также импортируемых сырьевых ресурсов. Здесь важно также, что для решения данной задачи, прежде всего, необходимо:
a. Модернизировать систему обучения, начиная с детского сада;
b. Вкладывать серьезные ресурсы в развитие прикладной науки. Так, например, производство представляет собой органическое единство следующих процессов: НИОКР, сам процесс производства и реализацию.
c. Обеспечить модернизацию существующих и строительство новых инфраструктурных систем: дорог, мостов, туннелей, водохранилищ и т.д. Современные инфраструктурные системы позволяют не только снизить затратность производства товаров и оказания услуг и, тем самым, повысить конкурентоспособность местной продукции, а также производить новые товары и услуги.
d. Разработать строгие стандарты по качеству и создать эффективную систему мониторинга качества товаров и услуг.
e. Создать эффективную цифровую экономику.
3. Обеспечить максимально эффективно использования сырьевых, трудовых, земельных и прочих ресурсов. Здесь, однако, необходимо учитывать не только повышение занятости ресурсов и получение прибылей, а также фактор экологии, поскольку мы хотим не только работать в Армении, а также безопасно жить. Объективным вызовом является, что важным ресурсом для армян является диаспора: диаспора не только может стать серьезным инвестором в национальную экономику и потребителем армянской продукции, а также послом армянского производителя в зарубежных странах.
Здесь необходимо учитывать, что другие страны, прежде всего, развитые страны, не ждут нас с распростертыми руками как поставщиков высококонкурентоспособных товаров и услуг. Они ожидают о нас поставок сырьевых и трудовых ресурсов. Здесь нужно серьезно потрудиться, чтобы суметь сначала производить, а затем продавать высококонкурентоспособные товары, технологии и услуги на международных рынках.
Таким образом, я предлагаю сначала определиться с задачами, которые должны решиться посредством соответствующих инвестиций, впоследствии разработать конкретные приоритетные направления и обсудить методы финансирования: кредитование, проектное финансирование, инвестиции в ценные бумаги, краудфандинг, государственно-частное сотрудничество и т.д.

There is a shortage of Armenian teachers in Armenian schools abroad. I think low pay is also one of the reasons. Armenia is obliged to take care of that. It is possible to send teachers for a certain period of time and provide them with a place of residence and a salary.

I have an idea that I would like to share with you, in the hope that this can be realized in the near future.
I believe that any Armenian of good faith would agree to such a proposal because it could bring Armenia out of the current situation and grow the country as a modern and advanced state. We Armenians have a human richness that few other peoples in the world, except perhaps the Jews who have had situations similar to the Armenian people throughout history. This rare richness is the rich Armenian Diaspora with talented characters in different sectors and with experiences acquired by the States of residence. A concrete way to exploit this wealth could be to include in the Constitution of the Country:
1. A Superior Senate to oversee the Armenian Parliament, with tasks and powers of verification, requests for amendments or approvals, and issuance of approvals for the repeal of any Law
2. The members of the Senate should be elected by all the Armenian people including Armenians of the Diaspora, even if they do not hold Armenian citizenship.
3. The candidates of these elections, not necessarily citizens, must be people with high professional qualifications and willing to devote at least 30% of their time to issues concerning Armenia and follow a specific course of legislation to act in this Senate.
4. In this way none of them could be maneuvered or threatened or routed by the authorities of the Armenian government, and make truly free decisions for the sole good of Armenia.
5. The Senate itself should be able to review the various institutions of the State by making adjustments and raising the qualification of local institutions, on a par or better than other States in the world.
6. The participation of the Armenians of diaspora, in addition to participating in the elections of the "Upper Senate", must also include participation in assessing mandatory taxation, expenses (for example military expenses), management, and verification by the S.S.
To achieve such a system of government, the impetus should come from the Armenian citizens, who must first be informed of the possibility of carrying out such a plan. To this end an organization of people endowed with intelligence, financial dispositions and patriotism could promote the initiative of informing through the media and internet all Armenians of the Diaspora and RoA for the realization of the plan giving their support to the organization to achieve the proposed goal.
I am not a Legislator to draw up a specific Road Map, but the relevant experts and appropriate people can be appointed for this purpose, I believe that every Armenian of the Armenian Republic or the Diaspora will agree to the realization of such a plan.
Who knows if such an action will be carried out or is it just my utopia?

1. The main problem in governance, economy, etc is uncertainty
2. Economic aspect of Eurasian Economic Union will be complete if countries of Middle Asian countries will be a common economic zone without having common borders
3. GDP distribution is more important that its absolute value, when measuring economic development
4. Education creates gross value added, however there is a gap between labor market and academia
5. It is important to increase integration between Armenia and Artsakh and use the whole economic potential of Artsakh
6. Artsakh has good environment for agriculture (Intensive gardens, smart barns), and huge educational potencial

I have lived in three European countries as a professional expat. And in every single place I could see how difficult it was to integrate with the Armenian community. The Armenian embassy in that country has no clue how many Armenians are in there, what is their occupation, how can they be useful for the community and for Armenia etc. Neither the church takes the mission to unify people. There are clear layers depending on the time and cause of immigration. So you are either a descendent of the Genocide survivor and/or Dashnak, either you came during 1990s or you came to study/ work. So these layers live in separate bubbles and don't interact with each other. During 2020 war the ice has been broken and there was a period when these layers became transparent and people were looking all to the same place for the same goal. We should work towards making us all unified be it in Paris, in Brussels or in Moscow. I think Armenian embassies and churches can be helpful to unify the communities in each country be it via brainstorming sessions, cultural events, volunteering jobs or anyhow. My suggestion may sound not concrete, but as someone living in diaspora and someone who is looking for ways to be helpful for her country, I find this one of the pain points of our diaspora. By solving this we will move 1 step closer towards the strong diaspora. Best regards from the Netherlands,

1. Education must be at the top of the political agenda, number one priority for the government
Organize high-level discussions with all the stakeholders (students, teachers, experts from all the sectors of economy )
2. We don't have an appropriate education system, creativity environment in schools, which creates uncertainty in education
3. Feedback loop is not working in education sector, problems are usually not reveled as a result of implemented research
4. We should start reforms in education sectors from two aspects: reforms in adults' education and in preprimary education
When children see adults that aren't learning, they don't want to learn as well
5. Governance in education should become a little bit psychological, like in business. Value the role of psychology in education
6. Educational reform can't be imported, it can be created and developed
7. Teacher attestation has one positive side – as a result, those who pass it will get higher salaries. This will also motivate those who start off their careers as teachers to aim for higher-paid jobs. On the other hand, the attestation system creates other, bigger scale problems: not necessarily all those who pass the attestation perform well as teachers in the classroom. So, what’s the index of a good teacher – we need to start from there. Additionaly, good test takers and subject experts are very different concepts

The problem in the Diaspora is that it is not a systematic, functioning structure. It is not a model. People are united in religious or political groups, but there should be a model that unites everyone regardless of those circumstances.
